Spring is a time when the living creatures on Earth get all dressed up in colorful clothes. Flowers bloom, trees blossom, the birds and the bees fly back, the butterflies flutter, and the bear wake up from their long winter's sleep. Everything that hid all winter returns to "party" and be alive again!

I think this means because the weather is getting nicer you feel better and have more energy. This enables you to get out and enjoy life.
